USE OF HINDI IN THE MINISTRY
16.1 For proper implementation of the Official
Language Policy as well as provisions of the Official Language Act, 1963 and
Rules made thereunder, there is a Hindi Section in the Ministry.
16.2 In Pursuance of Rule 10(4) of Official Language
Rules, 1976, the Ministry was notified on 5.1.1978 as an Office of Central
Government whose staff has acquired working knowledge of Hindi. During the
period under report, 4 employees were nominated for Hindi Typewriting training
and one employee was nominated for Hindi language training. All these employees
have completed their training.
16.3 Under Section 3 (3) of Act, it is mandatory
that both Hindi and English Version shall be used for certain purposes
specified therein. Various sections of the Official Language Act also enjoin
upon mandatory use of Hindi for certain purposes. To ensure that the papers are
issued bilingually or in Hindi only, a checkpoint has been set up in General
Section (issue section).
16.4 To ensure that Official Language Policy is
properly implemented in the Ministry, an Official Language Implementation
Committee has been set up. During the period under report, 3 meetings of the
Implementation Committee were held on 18.6.98, 7.9.98 and 28.12.98 respectively.
16.5 To advise the Ministry on matters relating to
the progressive use of Hindi in official work and for implementation of the
Official language Policy, there is a Hindi Salahkar Samiti in the Ministry. The
tenure of last Committee was over on 24th August, 1997 and process for
reconstitution of the new Committee is in progress.
16.6 'Hindi Fortnight' was celebrated in the
Ministry from 1st September to 14th September, 1998. At the time of its
inauguration, an appeal was made to the Officers and employees of the Ministry
to do more and more work in Hindi. An inspection of all the Sections was
carried out to assess the progress made in the use of Hindi in the Ministry. On
the closing day of Hindi fortnight i.e. 14th September, 1998, following incentive
prizes were awarded to those employees who did more work in Hindi and to those
employees also who participated in various on-the-spot competitions and won the
prizes:-
(A)
There
is a Scheme of Government to award cash prizes to the employees for doing more
work in Hindi during the year. Under this scheme, 2 employees in the Ministry
were awarded cash prizes. One employee was awarded 'First Prize' of Rs. 500/-
and the other was awarded 'Second Prize' of Rs. 300/-

During
the Hindi fortnight, a noting and drafting competition in Hindi was organised
on the spot. Under this scheme, five employees were awarded prizes in the form
of books. First prize was of Rs. 200/- second of Rs. 150/- third of Rs. 100/-
and two consolation prizes were of Rs. 75/- each.

From
this year, Hindi Typing Competition was also introduced in the Ministry. This
Hindi Typing Competition was organised on the spot during the Hindi Fortnight.
In this Competition, 4 employees were awarded prizes. First prize was of
Rs.100/-, Second prize of Rs. 75/- and the third prize was of Rs. 50/-. Two
employees were awarded first and Second Prize respectively and the other two
were awarded Third Prize each.
16.7 There are 12 Sections in the Ministry. Out of
which, 4 sections are doing cent-percent work in Hindi. Rest of the 8 sections are doing 25% to 75%
work in Hindi. Accordingly, the percentage of work in Hindi in all the twelve
sections of the Ministry is as under:-

16.8 During the year 1996-97, the Ministry organised
a scheme of giving awards for writing original books in Hindi. The aim of this
scheme was to encourage writing of original books in Hindi on the prescribed
subject i.e."Role of Opposition in Parliamentary Democracy". During the period under report, after
evaluation of all the books received under the scheme, three writers were
awarded cash prizes on 14th Sept., 1998 by the Hon'ble Minister of
Parliamentary Affairs & Tourism in a function organised by the Ministry.
These prizes were of Rs. 15,000/- First Prize, Rs. 10,000/- Second Prize and
Rs. 5,000/- Third Prize.
16.9 The Ministry organised an All India Hindi Essay
Competition during the year 1997. The aim of the competition was to arouse the
interest of public in Parliamentary Democracy and to encourage writing on the
subject in Hindi. The subject for the Essay Competition was "Cultural
Integrity of India-Feasibility and Means". For this competition, an
advertisement was given in the leading Newspapers. After evaluation of the
essays received, 12 writers (8 from Region-1, 2-2 each from Region II and III)
were selected for awarding prizes for their essays. These writers were awarded
cash prizes, shield and a certificate by the Hon'ble Minister for Parliamentary
Affairs & Tourism in a Prize distribution Function which was organised on
the Hindi Day i.e. 14th Sept., 1998.

To encourage the use of Hindi in the Ministry, two Hindi Workshops were
organised during the period under report viz. first from 26th Feb., to 6th
March, 1998 and the second from 2nd Sept. to 11th Sept., 1998. In these
workshops, 20 employees were imparted training on noting and drafting in Hindi.
