GENERAL
17.1.
Shri Atal Bihari Vajpayee is the Leader of the Lok Sabha with effect from 19
March, 1998.
17.2 Shri Sikander Bakht, Minister of Industry is the Leader of the Rajya Sabha with effect from 21 March, 1998.
17.3 Shri Sharad Pawar, Leader of the Congress (I) Party in the Lok Sabha is the Leader of the Opposition with effect from 19 March, 1998.

Dr. Manmohan Singh, Leader of the Congress (I) Party in the Rajya Sabha is the
Leader of Opposition with effect from 21 March, 1998.
17.5
On 17th December, 1998, Shri P.M. Sayeed, a sitting member of the Lok Sabha was
chosen as the Deputy Speaker of Lok Sabha on a motion moved by Shri Atal Bihari
Vajpayee and seconded by Shri Sharad Pawar.
17.6
As per instructions of Government, Work Study Section functions in the Ministry
for conducting work measurement and method/procedural studies of various
sections and on various subjects; coordinating action regarding such studies by
the S.I.U. in Ministry of Finance and also to see that instructions issued from
time to time in regard to proper custody, care and management of office records
and other aspects of O & M are scrupulously followed in the Ministry.
17.7
Under Secretary (Work Study) has been authorised for evaluation and downgrading
the classified records of the Ministry.
17.8
Section Officer (Work Study) has been nominated as Departmental Record Officer
and also been entrusted the functions of Departmental Record Room in the
Ministry.
17.9
Record Retention Schedule in respect of the substantive functions of this Ministry
was reviewed in consultation with representatives of National Archives of India
who made on-the-spot study by visiting this Ministry and revised accordingly
was circulated for information and compliance in the Ministry.
17.10
This Ministry provides advice/technical guidance on matters of Parliamentary
procedure and practice to central Ministries/Departments and State/Union
Territory Governments whenever the same is asked for. From time to time, notes
and brochures are prepared on various parliamentary and constitutional matters
for official use.
17.11 The Ministry follows the instructions issued by the Government of India from time to time regarding reservation of vacancies for the Scheduled Castes, Scheduled Tribes and other backward classes.
17.12 Out of the total number of 140 employees (excluding the personal staff of Ministers) of the Ministry, 30 belong to the Scheduled Castes, 16 belong to the Scheduled Tribes and 7 belong to Other Backward classes.
