PRIVATE MEMBERS' BUSINESS AND DISTRIBUTION OF PARLIAMENTARY TIME
5.1 Rules of Procedure and Conduct of Business in the Lok Sabha and the Rajya Sabha afford ample opportunities to members, who are not members of the Council of Ministers, to raise matters of urgent public importance and ventilate the grievances of the people at large through various devices like Calling Attention Notices, Short Duration Discussions, No-day- Yet-Named Motions, Censure Motions, Motions of No-Confidence in the Council of Ministers, Half-an-hour Discussions besides the Private Members' Bills and Resolutions which are taken up alternatively for two-and-a-half hours kept apart for Private Members' Business normally on Fridays. Discussions on these matters take place during the time earmarked for official business.

5.5 During the period under report, 15 Calling Attention Notices ( 7 in Lok Sabha including one part discussed and 8 in Rajya Sabha ) were discussed. The number of half-an-hour discussions were 4 in Lok Sabha and 5 in Rajya Sabha.
Government’s
Stand on Private Member’s Bills and Resolutions
5.6 One of the functions of the Cabinet Committee on Parliamentary Affairs is to determine Government’s stand towards Private Member’s Bills and Resolutions listed and put down for considerations in the two Houses of Parliament. During the period from 1.4.98 to 31.12.98, the Ministries/Departments concerned were requested to send briefs on Government’s stand on the Bills and Resolutions. Accordingly, briefs on 20 non-official Bills (12 in Lok Sabha and 8 in Rajya Sabha) and 14 non-official Resolutions ( 5 in Lok Sabha and 9 in Rajya Sabha) were placed before the Committee for determination of government’s stand thereon.
