OTHER COMMITTEES, BOARDS,
COUNCILS, ETC.
9.1 Committees are appointed to deal with specified items of business requiring expert or detailed consideration. There are two types of Committees-Official Committees i.e. those appointed by Government and Parliamentary Committees i.e. those appointed by Lok Sabha and Rajya Sabha or by the Presiding Officers of the two Houses of Parliament. Government Committees are composed of Experts Officials and Non-officials, including, sometimes Members of Parliament .
Nomination of Members of Parliament on Committees, Councils, Boards, Commissions etc. set up by the Government.
9.2 Members of Parliament are nominated by the Minister of Parliamentary Affairs on the various Committees, Councils, Boards, Commissions etc. set up by the Government of India in the various Ministries. A list of the Committees/Bodies showing the number of Members of Parliament nominated thereon during the period under report is given in Appendix-IX.
Nomination of Members of Parliament on Hindi Salahkar
Samitis
9.3 Members of Parliament are associated with the Hindi Salahkar Samitis constituted by each Ministry/Department to advise them on matters relating to the progressive use of Hindi in official work and allied issues falling within the framework of Official Language Policy laid down by the Government of India. The term of these Salahkar Samitis is normally three years. Four Members of Parliament (two from Lok Sabha and two from Rajya Sabha) are nominated on each of these Samitis by the Minister of Parliamentary Affairs. A list of the Hindi Salahkar Samitis on which Members have been nominated during the period under report is given in Appendix-X.
Withdrawal of nomination of Members of Parliament from
Zonal Railway Users Consultative Committees (ZRUCCs) and the Divisional Railway
Users Consultative Committees (DRUCCs)
9.4 As per the then instructions, 3 MPs (2 from Lok Sabha and 1 from Rajya Sabha ) were nominated on each of the 9 ZRUCCs pertaining to different Railway Zones and 2 MPs (1 from Lok Sabha 1 from Rajya Sabha) were nominated on each of the 58 DRUCCs pertaining to different Railway Divisions. But according to the revised instructions of the Ministry of Railways, all the Members of Parliament hailing from the territorial jurisdiction of a railway zone have to be nominated on the ZRUCC of that zone. As regards DRUCCs, one nominee of Member of Parliament has to be nominated on each of the DRUCCs falling in the constituency of that Member of Parliament. Since all the Members coming from a particular zone have to be nominated on that ZRUCC and there was no question of selection of Members, the Ministry of Railways was allowed to go ahead with the nomination of MPs on ZRUCCs and the nomination of MPs made on different DRUCCs was withdrawn.
Recommendations of General Application by Parliamentary
Committees
9.5 Ministry of Parliamentary Affairs is concerned with processing of action by Ministries on the recommendations of general application made by Parliamentary Committees.
9.6 Action on the recommendation of general nature contained in the following reports was initiated by the Ministry:-
(i)Hundred-sixth, Hundred-seventh, Hundred-eighth, Hundred-ninth and Hundred tenth Reports of the Committee on Petitions, Rajya Sabha.
(ii)First, Second and Third Reports of the Committee on Papers Laid on the Table of the Lok Sabha (12th Lok Sabha)
(iii) Sixty-second, Sixty-third, Sixty-fourth, Sixty-fifth, Sixty-sixth, Sixty-seventh and Sixty-eighth Reports of the Committee on Papers Laid on the Table of the Rajya Sabha.
(iv)First and Second Reports of Committee on Subordinate Legislation (12th Lok Sabha)
