PRESS RELEASE
The Second part of the Budget Session, 2006 of Parliament which was reconvened on Wednesday, the 10th of May, 2006 is scheduled to conclude on today, the 23rd of May, 2006. The Session provided 10 sittings of both the Houses of Parliament spread over a period of 14 days.
2. During the Session, Adjournment Motion moved on 15.5.2006 by Shri L.K. Advani, the Leader of Opposition on “the failure of the Central Government to make adequate security arrangements to protect the lives of Indian Citizens in the border areas as evident by the recent killing of 32 persons in Doda and Udhampur district on May 1, 2006 and killing of two persons by grenade attack on a political dharna in Doda on May 13, 2006”, was discussed and negatived.
3. In the Lok Sabha, Short Duration Discussions under Rule 193 were held on (i) suicide by farmers in various parts of the country; (ii) situation arising out of communal violence in different part of the country; and (iii) rise in prices of essential commodities. In Rajya Sabha, Short Duration Discussions under Rule 176 were held on (i) recent killing of innocent persons by terrorist in the Doda district in Jammu and Kashmir; (ii) communal violence in Vadodara and other parts of the country; (iii) import of wheat and agrarian distress; (iv) steep rise in the prices of essential commodities in the country; and (v) Foreign Direct Investment in retail sector. Besides, four Calling attentions were discussed in the Lok Sabha and two in the Rajya Sabha and one half-an-hour in Lok Sabha and three half-an-hours in Rajya Sabha were also discussed.
4. During the Session, 10 Bills (8 Bills in Lok Sabha and 2 Bills in Rajya Sabha) were introduced. Lok Sabha passed 11 Bills and Rajya Sabha passed 12 Bills during this period. Total number of Bills passed by both the Houses of Parliament during the Session is 11. Some of the important Bills passed by the Parliament are (i) the Delhi Laws (Special Provision) Bill, 2006; (ii) the Parliament (Prevention of Disqualification) Amendment Bill, 2006; (iii) the Reserve Bank of India (Amendment) Bill, 2006; (iv) the Taxation Laws (Amendment) Bill, 2006; (v) the Constitution (One hundred and fifth Amendment) Bill, 2006; (vi) the Micro, Small and Medium Enterprises Development Bill, 2006; and (vii) the National Institute of Fashion Technology Bill, 2006. Some of the important Bills introduced during the Session are (i) the Apprentices (Amendment) Bill, 2006; (ii) the Immoral Traffic (Prevention) Amendment Bill, 2006; (iii) the Constitution (One Hundred and Sixth Amendment) Bill, 2006 relating to Co-operation Sector; and (iv) the State Bank of India (Subsidiary Banks Laws) Amendment Bill, 2006. Two Bills namely: (i) the Cinematograph (Amendment) Bill, 1992 and (ii) the Arbitration and Conciliation (Amendment) Bill, 2003, were withdrawn in the Rajya Sabha.
