Annex.

MINISTRY OF PARLIAMENTARY AFFAIRS

            Recommendations suggested.

1.      One application may seek only one or two items of information and the issues should be related to the Ministry concerned. Seeking omnibus information relating to various Ministries in one application should be avoided.

2.      No opinion or abstract should be asked for on any subject as the RTI Act is meant for seeking information and not advice or opinion.

3.      For seeking information for commercial purpose, the amount of fees may be raised considerably depending on the volume of information sought by them.

4.      There should be a provision for depositing the fee in any post office.

5.      For seeking archieval information/historical facts, the time limit for supplying the information may be raised.

6.      Applicants should not ask for information freely and easily available/accessible in public documents, web sites. In such cases it should be sufficient to draw the attention of the applicant to such documents/websites.

7.      For seeking information on matters of past history, a cut of period may be prescribed.

8.      Prescribed time limit for transfering the applications to other Ministries/Deptts. may be raised, say to 10 days.

9.      Applicants should not ask information with a view to compile their research thesis/papers and should not ask for information in a specific format.

10.  All subsequent applications received after providing information on the main application, should be treated as separate application and requisite fee should be charged separately for each subsequent application.
