OTHER COMMITTEES, BOARDS,
COUNCILS, ETC.
9.1 Committees
are appointed to deal with specified items of business requiring expert or
detailed consideration. There are two types of committees - official committees
i.e. those appointed by government and parliamentary committees i.e. those
appointed by the Lok Sabha and Rajya Sabha or by the presiding officers of the
two Houses of Parliament. Government committees are composed of expert officials
and non-officials including, sometimes, members of Parliament also.
Nomination of Members of Parliament on committees, councils, boards,
commissions etc. set up by the government
9.2
Members of Parliament are nominated by the Minister of Parliamentary
Affairs on the various committees, councils, boards, commissions etc., set up by
the Government of India in the various ministries. During the period under
report, 81 members of Parliament (46 of Lok Sabha and 35 of Rajya Sabha) were
nominated on various government bodies as indicated in Appendix -XIII.
Nomination of members of Parliament on Hindi salahkar samitis
9.3
Members of Parliament are associated with the Hindi salahkar samitis
constituted by each ministry/department to advise them on matters relating to
the progressive use of Hindi in official work and allied issues falling within
the framework of the Official Language Policy laid down by the government of
India. The term of these salahkar samitis is normally three years. Four members
of Parliament (two from Lok Sabha and two from Rajya Sabha) are nominated on
each of these samitis by the Minister of Parliamentary Affairs.
During the period under report, 68 members of Parliament (32 of Lok Sabha
and 36 of Rajya Sabha) were nominated on various Hindi salahkar samitis as
indicated in Appendix - XIV.
Members of Parliament (Rajya Sabha) Suggested/Recommended by the
Minister of Parliamentary Affairs for Nomination on Various Committees/Bodies/Organisations
etc. by the Chairman, Rajya Sabha.
9.4
As per practice, the names of members of Parliament (Rajya Sabha) are
suggested/recommended by the Minister of Parliamentary Affairs for nomination by
the Chairman, Rajya Sabha on various committees/ bodies/organisations etc. as
and when a request in this regard is received from the Rajya Sabha Secretariat.
(In so far as nomination of members of the Lok Sabha on such bodies etc. is
concerned, the Ministry is not requested by the Lok Sabha Secretariat to
suggest/recommend names of members of the Lok Sabha for nomination thereon)
During the period under report, 33 Members of Parliament (Rajya Sabha) were
recommended for being nominated on various committees/ bodies/organisations etc.
as indicated in Appendix XV.

9.5
Action on the following reports on Committee on Papers laid on the Table
of the Lok Sabha and Rajya Sabha was initiated:
(a)
Twelfth
to Sixteenth Reports of the Committee on Papers laid on the Table of Lok Sabha.
(b)
Eighty-seventh
to Ninety-third Reports of the Committee on Papers laid on the Table of Rajya
Sabha.

9.6
Action on the recommendations of general nature contained in the
following reports was initiated by the Ministry:
(i)
Twenty-fourth, Twenty-fifth, Twenty-sixth, Twenty-seventh, Twenty-eighth,
Twenty-ninth, Thirtieth, Thirty-first and Thirty-second Reports of the Committee
on Petitions of Thirteenth Lok Sabha.
